The Constitution
Constitution is essential for every independent country. No country can be led properly without constitution. A country or state without constitution is like a ship having no engine. A ship without engine cannot be moved, similarly a country without constitution cannot be led. So the necessity of fundamental rules and regulations is very great to lead any state. Regarding constitution Aristotle said, “Constitution is the regularization of extreme authority of the state.” However, constitution is the fundamental rules and regulations of the state through which the formation of government, mutual relations and authority of different bodies of government and the power of government upon the public are ascertained. Constitution can be mainly classified into two kinds. One is written constitution and the other is unwritten constitution. According to the method of correction, it again can be divided into two kinds. One is flexible and the other is rigid constitution. In written constitution, everything is written conspicuously. But in unwritten constitution nothing is written conspicuously. So it is a vague constitution. Flexible constitution can easily be changed according to national hopes and needs, whereas rigid constitution is very difficult to change.
However, a good constitution has some characteristics which may be transparency, brevity, permanence, massiveness, protecting balance of sovereignty, having fundamental rights, fitness for time, written process, provision for national ideals and body. A good constitution should have such characteristics. Anarchism and chaotic situation exists in a state for wants of good constitution. The constitution of Britain is a good for which chaotic situation is rarely found there. So, for the political, social, economical and cultural development, the necessity of a good constitution of the state is undeniable.

সংবিধান
প্রত্যেক স্বাধীন রাষ্ট্রের জন্য সংবিধানের প্রয়োজনীয়তা অনস্বীকার্য। সংবিধান ব্যতীত কোনো দেশ সঠিকভাবে পরিচালিত হতে পারে না। সংবিধানহীন একটি জাতি একটি ইঞ্জিনবিহীন জাহাজের মতো। ইঞ্জিন ছাড়া যেমন একটি জাহাজ চলতে পারে না তেমনি সংবিধান ছাড়া কোনো জাতি পরিচালিত হতে পারে না। সুতরাং একটি দেশকে পরিচালনা করতে মৌলিক নিয়ম-কানুনের প্রয়োজনীয়তা অনস্বীকার্য। সংবিধান সম্পর্কে এরিস্টটল বলেছেন, “সংবিধান হচ্ছে একটি দেশের সর্বোচ্চ বিধিসম্মত ক্ষমতার আইনসংগত কার্যাবলি।” যাহোক সংবিধান হচ্ছে দেশের এমন কিছু নিয়ম-কানুন যার মাধ্যমে সরকার গঠন পদ্ধতি, সরকারের বিভিন্ন সংগঠনের পারস্পরিক সম্পর্ক ও ক্ষমতা এবং জনগণের ওপর সরকারের কর্তৃত্ব নিরূপিত হয়। সংবিধানকে প্রধানত দুভাগে ভাগ করা যায়। একটি হচ্ছে লিখিত সংবিধান ও অপরটি হচ্ছে অলিখিত সংবিধান। সংশোধন পদ্ধতি অনুসারে আবার সংবিধানকে দু’ভাগে ভাগ করা যায়। যেমন- সুপরিবর্তনীয় ও দুষ্পরিবর্তনীয় সংবিধান। লিখিত সংবিধানের ক্ষেত্রে সবকিছু স্পষ্টভাবে লিখিত থাকে। কিন্তু অলিখিত সংবিধানে কোনো কিছু স্পষ্ট করে লেখা থাকে না। তাই এটি একটি অস্পষ্ট সংবিধান। সুপরিবর্তনীয় সংবিধান জাতির আশা-আকাঙ্ক্ষা পূরণের উদ্দেশ্যে সহজে পরিবর্তন করা যায়। কিন্তু দুষ্পরিবর্তনীয় সংবিধান সংশোধন করা খুব কঠিন। যাহোক, একটি আদর্শ সংবিধানের বেশ কিছু বৈশিষ্ট্য রয়েছে যা হচ্ছে স্বচ্ছতা, স্বল্পতা, স্থায়িত্ব, সামগ্রিকতা, সার্বভৌম ক্ষমতার ভারসাম্যতা, সাধারণ অধিকার, সময়ের সাথে সামঞ্জস্যপূর্ণ জাতীয় উন্নয়ন অগ্রগতির দিক নির্দেশনা, আত্মশুদ্ধিতা, জনগণের মতাদর্শের প্রতি নত এবং বিধিবদ্ধ আইনকানুন। একটি ভালো সংবিধানের অবশ্যই উপরিউক্ত বৈশিষ্ট্যগুলো থাকবে। সংবিধানহীন রাষ্ট্রে সহিংসতা ও বিশৃঙ্খলাপূর্ণ অবস্থা বিরাজ করে। ব্রিটেনের সংবিধান খুব উন্নত যেখানে বিশৃঙ্খল পরিস্থিতি কদাচিৎ দেখা মিলে। সুতরাং সামাজিক, রাজনৈতিক, অর্থনৈতিক এবং সাংস্কৃতিক উন্নয়নের ক্ষেত্রে একটি দেশের আদর্শ সংবিধানের কোনো বিকল্প নেই।
